Edit Permissions not available for a user

I have edit permissions when I can use the filters   However my colleague doesn't have this.  I know it is permissions related but could someone guide me on where to view

Hi @Pritesh Gohil ,

Only filter owners can able to use "Edit permissions".  

Other users can't able to edit permissions.

if you wan to know who is owner filter 

Filters --> View all filters -->  Here you can see all your self created / shared filters.
