As an admin of Jira Cloud, I would like to edit other user's private filters, change their sharing settings, or completely change the owner.

you can do this in Jira you have Jira Administrator permissions.
You can then go to the Administration menu (top-right corner) -> System -> Filters
You will find in this menu the list of all the instance filters, and you'll have the ability to change the filter owner.
If you want to update a filter, you will have to give yourself the ownership first, make the changes and then change it back.

You need to change owner of the filter first to be able to modify filter. You can also use Doctor Pro for Jira which gives you opportunity not only to modify filter but also check if any of them is broken.
