Edit project settings rights

I am trying to figure out why a user has the ability to edit project settings on some projects but not others.  What setting allows you to see the three dots to the right in the project list?

Thanks for the suggestion.  The problem was the project manager needed to make changes to the overall project settings.  We've now figured it out.  I was confusing "Role" and "Group" in my permission scheme.  The projects were showing that the Project Manager Group had Administration permission rights to the project but the PM Role did not.  My user was assigned the role of PM but was not a member of the group that was referred to in the permission scheme.

there are 2 items that you should consider:

1. Each role in project must have edit issue permission in permission scheme of your favorite project

2. If the user sometimes have edit issue permission and sometimes have not, in your transition in workflow, look at property of transition.

in advance you must be Jira admin.
