Hi, is it possible to give extended permissions to a user (project lead and project admin) so he can change the edit a workflow on his project without being site-admin?

If the user has the project administration permission and workflow is not shared then they will be able to edit the workflow. However, if the workflow is shared with another project they will not able to edit it as only Jira Admins would only be able to edit them.

yes it is.
After a lot of research I'm assuming that it is not possible to do it in Jira Cloud. Based on the following links (edit a workflow is not mentioned as it is mentioned for Jira sever)
