Hello all,
So I have a user on a windows 7 using chrome - when they try to edit the "Description" field, they're unable - in fact the edit screen does not have the field when viewed by normal users.
Note that they can edit other fields without issue.
I logged into their account and attempted everything myself and was successful - however looking over their shoulder, I can see they are indeed having that issue. We're using the same machines so I can't fathom it being os or browser oriented - any ideas?

Try clearing your browser's cache.
