Effect of reusing status object

a- I have many projects exist with all of its objects (statuses , issue types, transitions , custom fields ..etc)

b- I am implementing a new workflow with the following statuses :  open , Review,  Reject, approved, Close

Status "Review" is already exist, if I used it in the new workflow , will I inherit all of its behavior, functions , validations , permissions ..etc which exist in its original workflow.

What if I changed any property of the "Review" status in the new workflow (functions , validations , permissions ..etc) will the behavior of this status in its original workflow will be changed

Statuses are defined the the Issue -> Statuses. If you use the same status in your workflow you will just inherit the name of the status and the order of the status. It means, that if somebody changes the name of the status, it will be changed in all workflows, where the status is used. 

All properties, which you described, are linked to workflows. If you inherit a status, you will not inherit those properties.
