Can I please get an elaboration on what this would actually look like in the real world?
The only example I can think of is an email that has failed to send, more than 7 days has then passed, and then the same email successfully sends, retaining the initial send date.

You are on the right track, the handler will ignore email with a sent date over 7 days ago.
I'm not sure what you want in an elaboration - there's not a lot more we can tell you beyond "old emails will not be processed by Jira, it will just ignore them"
