Email Template for Personal Use
When in a JIRA Story, and I click the Email button, a number of options are open to me.
As a JIRA user, I would like to have my own email templates and a field on which shows the history report on the date the email was sent.

I see that you're using the app Email this Issue by Meta-Inf.
Which allows you to have email templates but they will have to be added by your Jira admin. You can find everything about the templates in the app documentation.
As far as having a history report, you can always add the email as a comment so that you can see the email including the time it was sent in the comment thread and you can always check the issue activity to see when an email was sent. See my pictures below:
Email added as comment and if you switch to the activity tab as ween you can also see when the email has been sent. I hope I could help.
