I know that I could do this with a issue search subscription, but I would like to send a tailored email
I would like to trigger a workflow event that sends an email and transition the issue. Is this possible?

I don't know a way to do this in Jira by default, other than the filter subscription you've already mentioned.
We do this for some use cases in our Jira Data Center instance using Automation for Jira. You can use this to send a custom email on a bunch of different triggers (issue events, scheduled, etc.). The add-on is also available in Cloud if you are using Cloud.
