It seems that you are in Free plan and you reached the limit for the email notification.

Jira can send a maximum of 100 emails per day on the Free plan. After 100 emails, notifications are paused until the following day. You can upgrade your plan to allow for more email notifications.

Jira Cloud imposes specific limits on the number of email notifications that can be sent from its platforms. For users on the Free plan, Jira can send a maximum of 100 emails per day. Once this limit is reached, email notifications will be paused until the next day.
