I'm not getting email notifications in Jira cloud for software project when the issues are created. Can you please advise.

Welcome to the community,
First, check your Jira personal settings and see if you have the option "Send email notifications" when you are the watcher, reporter of the issue etc.If this is set up correctly, Atlassian has put the email to the suppression list.
This is done in order to prevent spam. In this case, you would need to raise a support ticket for Atlassian and ask for your email to be removed from the list.

Possible cause to checks:
1. Have you checked for Spam/Junk folders of yours?
2. Can you confirm if you are entitled to receive mails for the issues created -i.e. receive mail based on notification scheme?
- Ensure if you are in Roles/Reporter/Assignee/Watchers as receipeint for 'Issue created' event.
3. Confirm [with admins] if outgoing emails are enabled?
4. Confirm if notification scheme for project is enabled (if #3 is enabled).
5. Confirm for Personal JIRA email preference:
* Your profile avatar -> Personal settings -> Under Email notification, ensure below are enabled: "You're watching the issue"/"You're Reporter"/"You're mentioned"/"You're assigned an issue"
6. Go to Project -> Settings -> Notifications -> Project email audit -> Check for any blocked status.
