My colleague is not receiving email notifications for any Jira Software issues that they create when I update them. Not even hours after the update. It is just the two of us using the account.

I prefer the emails are delayed and notifications are batched together. However this does not explain why they never receive notifications, not even hours later. I've updated my question to explicitly state this.
As stated above in point 8, the project settings notify "All Watchers, Current Assignee and Reporter for all events". They are the reporter and a watcher. Therefore it does not appear to be the project settings. If you are referring to a different setting, could you please be more specific?
