Our business partners would like to use JIRA for their support, but for easier adaptation and ease of use and access, it would be a great success if we can tie JIRA requests through email. There are add-in outlook connectors that can be added to Microsoft Outlook to facilitate this.

I would recommend reaching out to the plug-in vendor. Native email functionality is pretty limiting and only supports descirption and summary. if you need more advanced than that plug-ins are the best way to go, but do consider email itself will never be as secure as direct entry. So if any data needs the highest level of security I would recommend avoiding email all together.
Looking at the plugin you shared they are not part of the security assessment if you plan on moving to cloud, I personally would not recommend any apps that don't have a security assessment completed. Though they are a Cloud Security participant so that is good.
