Email workflow

Hi,

Is there an option or plugin with which i can create workflow with conditions.

And if they are met than at certain point email to member will be sent?

You can use the JIRA Email This Issue plugin. This will give you post function to send emails when certain conditions are met (You can use jql queries to filter)
