When changing the Status of a ticket, the reporter gets emailed each time that is changed. Is their a way to turn that off? We want the comments to be emailed but not all the changes to the ticket that the user does not need to know

Depends on your project notification settings. Each of the events in JIRA have a notification, like Issue Created, Issue Updated, etc. You can check your configuration to see who gets notified based on the notification.
You can have your admin update the notification for your project to not notify the reporter.
Side note:
At least with our instance, our default configuration for notification is to notify Project Lead, Current Assignee, All Watchers and Reporter.
