Embed HTML for Issue collector into Stack Overflow

I'm trying to add a Jira Issue Collector to our Stack Overflow instance. I've successfully completed the Jira part and generated the code, now I need to know where to embed it within Stack Overflow. I have Admin rights for both tools. I've reviewed all the settings in Stack, tried embedding it in custom messages and footer notice to no avail. I reviewed Integration admin section, including webhooks, Jira integration, and API Keys, I just don't know where I'm supposed to embed this code. Lastly, I tried right click on the Stack home page, selected View page source but cannot edit the data. Also tried right click on home page and inspect, but now I'm completely out of my are of expertise, so if it's here I embed it I have no clue where. Any assistance would be appreciated.
