How can we embed issue collector in Announcement banner in Jira Cloud?

We don't have a direct way to embed the issue collector in the announcement banner.

However, if you have it embedded on an HTML page, you can put the link to that page in the announcement banner directly.

If its only for your internal users, you can also create a Form and put its link in the banner.
