Hello,
I wonder if you have any idea how it can be achieved - I'd like to have a possibility to enable any user, no matter of their project role to see in case of an emergency any issue in a certain project. Currently they have particular limitations so it's not possible for them to do so. Any help highly appreciated.

Check the project permission scheme for who has "browse project". Add them to a group or role that is used in that access rule.
Thanks, but isn't there any way to not set it permanently, but only temporarily. Maybe creation of another project role entitled e.g. "emergency access" and allowing anyone in it only to "browse project" is the correct way?

You could do that too, but it's just adding a role that would be specifically used for this. There's no temporary lock, because that's simply not what Atlassian applications are for (unless they decide to find or write a bulletin board or listing application). Admins are expected to look after user behaviour
