Enable Password Change Jira Server for users?

Next Case:

Enable Password change for user's

System\General configuration\ Edit Settings

and check option on 

"External user management"  - "OFF"

After this user's will have option to change their password.

BUT they can change their username\email

Changing username in your own profile is native to JIRA, so i think that it's not possible for an admin to restrict this:

The admin can only restrict the change password.

Yes i know that this option is native for service jira, but im loking for custom solution maybe some scripts?

Users can change their username, and after this we will have a lot of problems with changes in DB, or somebody will change his email.
