Ensure Original Commenter Receives Notification for Reply

When replying to a comment if the original commenter has removed themselves from watching the ticket the original commenter does not receive a notification for the reply.

Is there a way to alter the notification to always ensure the original commentator gets notified?

The best native way for doing so is using mentions whenever you would like to ensure a user receives the notification:
