shows that as users are managed outside the instance/produce, the user license is paid only once, but able to access multiple instances of that product. I get that.
What is not clear is how plugins are managed.
1. Are they costed at the Enterprise level (ie per user) or at the instance (sub-set of users)?
2. Are the plugins visible by default across all instances or can they be restricted to specific instances for the same product ?

Marketplace apps are billed at the site-level. As far as #2 is concerned, I think visibility is only at the instance or site-level, but Atlassian is working on making visibility enterprise-wide.
Thank you @Robert Wen_Cprime_ . We are currently pushing for a single instance plit, to reduce plugin costs and there was a lot of push for multi-instance. This now clarifies.
