In my organisation, we are using Jira to manage our project portfolio. We have a Jira project called "PROJECT", in which all our projects are raised. We then link this to Epics created in Jira projects created for each department, e.g. "PAYROLL", "LEGAL", "HR".
So for example, "PROJECT-123 New Client System", would be linked to epics "PAYROLL-111 Payments" and "HR-112 Talent Management".
How can I create a filter to find any Epics that do not have a link to a "PROJECT"?

I am not sure what kind of JIRA do you use and if we both use the same terms and definitions in JIRA language, but in JIRA Software (Server), a project can't be part of another project neither an issue (doesn't matter what issue type) can't be created without a relation to an exisiting project. If you create an issue, issuetype and project are required fields. An epic can be contain different issues from different projects, that's correct, but it still must have one project which it belongs to.
