Error Mentions in JIRA

Hello!

We have a strange error with mentions in JIRA. Our version is v7.3.0.

The permissions about mentions, "Browse Users", are always open for users in JIRA. Recently, a user can be named in a project but not in another. This user has "Browse Project" permissions in both projects.

please check the following again.

-the mentioned user does not have Browse Project permission?

-the issue where he's being mentioned has a security level that restricts him from viewing it?

-There is an empty Recipient against one of the Notification Events on the Notification Scheme page?
