Hello,
I have a problem while creating new issues in my Jira Cloud Free project. Whenever I try to create an issue, I receive the following error message:
"The target project doesn't exist or you don't have permission to create issues in it."
Despite this error message, I am still able to create and add the issue successfully. As an admin of this project, I have verified that all permissions are correctly set and that my user account has the appropriate roles and permissions.
This is particularly annoying because I sometimes need to add multiple stories and add details later, and the error message slows down the process.
Has anyone encountered a similar issue or have any suggestions on how to resolve this?

I wanted to follow up on the issue, after comparing settings with a colleague who wasn't experiencing the issue, we discovered that the problem was caused by having Quick Filters enabled. Once I disabled them, the error message was gone, and the issue creation process worked as expected.

Has your Jira instance always been on the free subscription?
Is this for a Team Managed project or a Company Managed project?
If it is for a Company Managed project can you show us the details for the Browse Projects and Create Issues permissions in the Permission Scheme associated with the project?
Are there any Project Roles assigned to you in this project? In the Free subscription you should not be able to assign project roles but if you were ever on a paid subscription or paid subscription trial then roles may have been assigned.
Have you modified the workflow associated with the project to add Validators to the Create transition?

Please check below points.
1. Are you trying to link any ticket while creating the ticket ? If so, please check if you have browse, link permission on the target project and source project also.
2. If you are trying to create ticket by changing the reporter (i.e. from your name to other user), that particular user should have access to the target project (browse, create ticket permissions). Also check for assignee field and permission for it.
3. Check if there are any plugins/scripts which could be blocking the ticket creation based on the conditions.
4. Is the issue for all users or only you ? Try other browser also
