Error creating new task after upgrading to new to 7.11.0

I think there is some confusion over this plugin. The older versions of this plugin were entirely optional within Jira. You can find the old marketplace listing of this plugin in https://marketplace.atlassian.com/apps/25530/jira-drag-and-drop-attachment-plugin/version-history
However starting with Jira 7.3 and higher, this particular plugin is included as a system plugin for all Jira Server installations. So if you had an older version, you probably need to remove that old plugin version when upgrading to 7.3 or higher, but you might actually need to have the system plugin at this point.
What version of Jira did you upgrade from?
If it was a 7.2.x or before, then I could see how you might have to remove the old version of this plugin and let the system plugin take it's place.
If you put the plugin back in jira and restart, does it resolve this problem?
What version of this plugin do you have installed?
You can check this by going to Add-ons -> Manage add-ons -> system add-ons, and search for attachment like in my screenshot
Out of the box, Jira 7.11.0 will be using the 4.4.20 version of this plugin.
