Error occurs when user try to reassign issue

Since a couple of weeks we are having this case: permission ok, user cannot reassign issue

see error attached

This case it is quite weird because the same user could assigne issue before.

Nothing changed in the permissions scheme 

The only thing that changed it's the user name(she got married), this case could have anything to do with this??

Could you give us all of the error, in text (delete the name of the user if you want)

Pictures are of no help when you lose the data in them.  I don't know why people bother with them, when it's plain you lose so much.
