Hi,
i tried to migrate my productive Jira Environment to another development environmet to implement some new workflows.
All worked nice but i get following error on User Creation :
"Cannot add user, all the user directories are read-only."
see screenshot.
Thank you
BR

If you've imported the data from a production system (which is usually a very good way to make a test system!), then I would say your system has inherited the user directory setup from there.
And that user-directory system is either read-only or not available to your development system.
Go to Admin -> User directories and check what is available, testing any external directory connections - I suspect you'll see that everything in the list is read only or fails the connection test.
You'll need to make at least one directory read/write to enable user creation.
