In Jira instance when users are trying to make request getting error that" we were unable to submit your request. Please refresh the page and try again. note that this will clear your request. If you have already tried contact your JIRA administrator

@Fahad Siddiqui  , if you are using mysql as jira db, there is a known issue with using smileys / emoticons in the issue text. Check whether the user uses such characters in the request
