Escalation service issues has to be Cloned to Specific project board with specific CF values

I have the following requirement of cloning requirements into PROD( Specific project) board based on certain conditions.

1) Project - Projects other than PROD, PROD01, PROD02, FRWK
2) Issue type - Requirement
3) ( CF-1) Productization Layer - Product 
4) ( CF-2) Productization stage - Product
5)  (CF-3) Classification - Other than Standard

Once, the above mentioned conditions are met, the particular requirement (Issue type) needs to be *cloned *into PROD board.

The mandatory field mapping can be done as follows:

Summary
Description
(CF-1)Customer
(CF-2)Wing - PROD
(CF-3)Reviewer - pranjali.j

To Achieve above requirement , We have defined Escalation services to get the list of issues in daily time interval  .But we couldn't find the way to cloning to satisfy the requirement  . 

Community help needed to achieve this  , Much Thanks in advance .
