Is there a way to change estimation statistic on the board by issue type? For instance story points for user stories, and time tracking for tasks.
See 'estimate:' field in photo -- it is always 'story points' and team wants it to be time estimate for certain issue types.

If there's no way to do this are there any ideas of how they can achieve entering in estimates on this screen in time tracking? I tried adding time tracking fields to the screen and it still doesn't show up there.

That would make your backlog, sprint planning, and board reporting complete nonsense, so, no, you can't do it. You can't plan or track things if you're not measuring them the same way.
You can put multiple estimates on issues though, so by all means put story points on one thing and time estimates on another (or even both). But your board can only work with one estimate field.
Thanks. On that screen in agile board is there a way to add time tracking fields then? they like the convenience of going to backlog and clicking the issue and it opens in that right pane. If there was a way to just add time tracking field to that , that would work for them.

You should be able to add them in the config for the board's cards - look for "original estimate" and "time tracking" in the list of fields

I did that and they do show up on the cards in backlog, but they're not editable. when i click it the issue , it opens a pane on the right which you can edit 'estimation' however it's only story points and not time tracking. I've added time tracking fields to the screen and they still don't seem to show up on that pane.

I'm afraid the backlog is not really intended for estimation work, just planning, so the detail panels don't include a lot of stuff.
