Even as a member of Jira-Administrators group, still can't see Archive action for Projects in v8.6.1

Hi, 

A number of us have Jira-Administrator level access but yet we still can't determine how to get the Archive action on the Projects page in Jira Admin.  We're running Jira Server v8.6.1.  I read a bunch of Atlassian Support and Community pages and nothing is very clear as to what we're missing.  Anyone have any thoughts?

This feature is present in Data Center, but not in Server :)
