I have tickets open that have reporters and watchers that are ex employees and now we are unable to close or edit those tickets since their accounts are inactive. How do I mass remove them? There are way too many tickets to do this manually.

Have you tried to bulk edit the Jira issues associated with the inactive users?
Please note that you need the global Bulk Change permission to bulk edit/transition the issue to Close.
