Excluding JIRA Bug Collector URI Pattern from Siteminder Auth

We use Siteminder for Authentication for our JIRA instance. When we create a Bug Collector, the collector is available for users already logged in, but unautheticated users get a pop-up to login first. We believe this is due to Siteminder. We also have a custom landing page for Login, we do not use the default one.

Is there any solution for this except to exclude the URI pattern from Siteminder Auth?

Also is it safe to excule the URI pattern “/s/en_US-4gf9kk/787/31/1.2.5/_/download/batch/com.atlassian.jira.collector.plugin.jira-issue-collector-plugin:issuecollector" ? Is this URI pattern specific to Bug Collector?

We use JIRA 5.1.8.
