When I use below JIRA software to export issue to CSV.
Can't export chinese data correctly, showing messy code. Wondering how to deal with it.

You need to transcode the file, please refer to the following steps
1. Open CSV with Notepad
2. Save as a new attachment, change UTF-8 to ANSI
3. Open the new attachment with Excel

Change “UTF-8” to “UTF-8 with BOM”.

This is a known bug, as referenced in Jira ticket JRASERVER-64191.
