Is it possible to get an export of the backlog into excel with the proper hierarchy?

Would you explain further what you mean by "proper hierarchy"?

If you mean that you can determine the parent-child relationships, that is available but you would need to link them yourself with out-of-the-box JIRA export.  For example:

• Epic to child by Epic's Key to children's Epic Link
• Parent to child by Parent's Issue Id to children's Parent Id
