Sarcasm aside, you need to expose it to the internet - that's up to the network you are running it on - you'll need to make sure that someone landing on your network's external address is directed to the right place, and over the right url. That's not a short explanation, is extremely dependent on how you're running Jira and what your network structure is, and it's not really an Atlassian one either. I'd start with your organisation's technical support and networking people and go from there.
