We recently migrated two instances of Jira into one. We now need to make the old instance "read-only" to ensure that individuals are not adding issues to the old instance. Besides creating a permission scheme and applying it to every single project, is there a way to bulk do this to all projects?

To the best of my knowledge there is no easy way to do this. You must apply a read only permission scheme to each project. This can be done at the database layer but be careful. This post may point you in the right direction.
