Few story issue type tickets we are unable to close even having admin permissions; however, when I click on the workflow,it says you don't have permissions.

I created a new story issue type ticket, and I can see the status workflow, as well as the close option.

Would recommend using the Jira permission helper to help quickly identify why that particular ticket is giving your permission issues.

The tickets look very similar each other. There could be something in your story workflow that could be causing what you are seeing. Possibly a workflow condition since we know your permission on the permission scheme should be okay during the fact you are able to see on some of the tickets.

Thanks for sharing the permission helper screen shot. Looks like it's due to the workflow conditions or there's a bug. 

If. you are able to access the workflow, take a look at the conditions transition from open status. See if there's anything you need to meet in order to be able to see the transitions.
