Hi I wanted to know if it was possible to give specific users access to only specifically marked tickets. Let's say by adding a field and allowing them to view ONLY the tickets that have been marked with that field option.

You can do it using Security Level: Configure issue security schemes | Atlassian Support
With Security Level you can dynamically manipulate which users will have access to issues. You can use a custom field, Jira groups, Project roles and even manually configure the users who will be able to see those issues.
