For the life of me I can't change the language

For the life of me, I can't change the language settings. 

I need in English, but it keeps going back to Russian. 

- Already Switched off Chrome translation

- Removed Russian language from Chrome settings entirely

- Set langiage to English (US) in Jira

- Cleared cache/data for Jira 

- Restarted the browser;

But the thing is still in Russian. Someone, please

When using a Cloud site, it's possible to change the language for the entire site or change the language on the profile.

Reading the details you provided, it seems that you changed the language on Cog Icon > System > General configuration, please correct me if I'm wrong.

If that's the case and you still see a different language, please check your profile. Go to Profile picture > Account settings > Account preferences and change the language.
