Formatting option deactivated Comments

How to activate formatting option in Comments. Some of our projects have this option, but others don't.

Rich text editor is a system wide setting: https://confluence.atlassian.com/adminjiraserver/rich-text-editing-938847886.html

If you have some fields that allow it an others that do not you should check that the field configurations for the text fields are set to use the rich editor and not plain text.
