Can someone please help me understand the best way to create a Triage Form for internal and external customers?
And explain if communication will be filtered back to the customers automatically?

Jira Work Management projects require that all persons using a Form to submit ticket must be a licensed user and must have Create Issues permission.
Your Free account only has up to 10 users at no cost, so it's highly unlikely that is what you are looking for.
However, you might investigate the Jira Service Management product as you can have Customers which are external users who can submit tickets without having a license. But you are limited to just 3 Agent licenses in the Free account to handle the requests.
