JIRA notifications received in Outlook require you to scroll down to see the update. I'd like to have the update listed first to make it easier for users to scan emails

You can update the email template in Jira. This can be done manually by following the instructions here: https://confluence.atlassian.com/adminjiraserver/customizing-email-content-in-jira-server-1027142312.html
Or you can use a app from the marketplace https://marketplace.atlassian.com/search?hosting=server&product=jira&query=email%20templates

I'm running JIRA server 8.20.2 and there is no batcher file under atlassian-bundled-plugins
