Yesterday I ventured back to the JIRA installation under Centos 7.5, but unfortunately I can neither install nor disable addons. Also under SSL there are internal pages that output 404 error and the default mediation of JIRA.
I do not know what's going on and I can not edit the settings
Yesterday I managed to add the components later to a new issue, but nothing more.
Can you help me that way? What needs and which logs to get to the bottom of the problem?

I have seen this happen before when your Jira site can't reach its own set base URL. You can set the base URL in Jira in the system menu (Cog Icon -> System). It's common to see this happen when you use a reverse proxy in front of Jira, or enable SSL for Jira in a way that the Jira application is not fully aware that a proxy is in use.
Are you using a proxy with Jira?
Could you share with us the <Connector> tag values in your $JIRAINSTALL/conf/server.xml file? This file governs how the Jira Server is served up. If there is a proxy/loadbalancer/port redirect in play here, then there tends to need to be proxyPort and proxyName parameters in this tag that have to have defined values to make Jira work correctly with your network environmental settings.
