We are using Jira Core cloud and would like to be able to display a bar graph that shows the issues in a project (and maybe the project itself) the start date, set due date and actual date. I don't need subtasks in the chart, just the issue. Anything out there that can accomplish this?

Eazy BI and all in one reports for Jira, are two add-on apps that I know have various customizable bar charts similar to what you noted.
I would recommend checking these two out as well as browsing through the other apps at the following link to see if there are any others that would better fit your needs:
