Getting 403 error while setting up JIRA on Windows 11

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I am trying to install Jira on windows 11, after clicking on Continue to MyAtlassian instead of giving me options to login I am getting 403 Error request blocked. I have tried started JIRA services using CMD as admin but still no success. Can someone help me what's causing this issue.
