We would like to be informed when someone other then an administrator has added/removed/changed a team members roles in a project. Besides utilizing the audit log and digging through that data, is there a way to get an email/notification that a change has occurred?

Hi @nsocha1  - Welcome to the Atlassian Community!

Only a Project Administrator or a Jira Administrator can change the users associated with project roles.

Yes, but in the audit log as an admin I can only see that a changes was made by the Project Admin when it comes to roles, I cant see what the change was. Did they add, remove or change the role, and who's role. Is there a way to see that data?

Natively, this is not available. one way I can see this, is to actually use the API to get those changes that occur in the audit log made by non-admins, then trigger a notification to you. You will need a custom development for this use case.
