I tried to logout and login again. The problem persists

If you've checked the basics - such as you have permission to browse at least one project, have you tried contacting Atlassian Support as suggested in the message?

You can do so at https://support.atlassian.com/ - the Community is made up of mainly other users like yourself - Support will be better placed to assist you further.

If you're unable to check the permission schemes - you're best to contact your Jira Admins first to see if they can help resolve the issue.
