Google Drive links not displaying preview for one user when pasted into description field

I have a user who is not seeing the proper preview when pasting Drive links into her isseu descriptions.

When she clicks the "Connect to Preview" link to gets a 400 error like this

I actually have users on different domains. They're properly sharing documents with each other but could that be a cause?

When I look at the same issue as my account it displays correctly for me.
