I'd like to give another user global admin rights. It looks like I am an admin myself, as I have the setting icon, but I can't see the user management option in settings
add them to the administrator group. you should look at your account and see which group(s) you are associated with for administration.

Request access from your administrator.
Which is surprising, since I am an administrator.
You need to be a site admin. Is there someone else that fills that role?
